Stop Molesworth Wind Farm Decision - December 2014
(10 Dec 2014)
Wednesday 10 December 2014

Hi Everyone,

A very big thank you for all your messages of congratulations and apologies for not responding individually, they are all very much appreciated!!

1. APPEAL DECISION

Just to confirm Eric Pickles the Secretary of State for Communities and Local Government has dismissed the appeal by RWE and refuses planning permission for the proposed Molesworth Wind Farm comprising of six 126 metre high Wind Turbines.

“The Inspector recommended that a split decision be issued such that the appeal is allowed in respect of the 3 western turbines but dismissed in respect of the 3 eastern turbines. For the reasons given below, the Secretary of State disagrees with the Inspector’s recommendation, dismisses the appeal and refuses planning permission.”

A full copy of the decision can be found at

https://www.gov.uk/government/publications/recovered-appeal-land-north-of-14-trunk-road-and-village-of-bythorn-and-north-east-of-molesworth-village-ref-2197548-3-december-2014

You should be aware that the Secretary of State’s decision may be challenged by making an application to the High Court within six weeks from the date of the decision letter which went out on 3 December 2014.

2. ERIC PICKLES

It must be noted that without the intervention of Eric Pickles the Secretary of State for Communities and Local Government we would now be facing the prospect of 3 turbines being built and overshadowing the villages of Bythorn, Keyston, Molesworth, Titchmarsh and Clopton. As you can imagine we are extremely pleased that the decision was called in.

3. POSTERS AND PLACARDS

We can now finally take down our posters, if you put any up on telegraph poles or other public places could you now please remove them. Please could you your placards into Scotts Farmhouse or leave them on the grass verge next to Bythorn Village Hall, if you happen to be passing this way otherwise Committee members will be coming round to pick up the placards and (weather permitting) hope to have collected them all in by Sunday 21 December.

4. A BIG THANK YOU

The Stop Molesworth Wind Farm Committee would like to thank everyone who has helped and supported the Action Group over the last four years. This tremendous local support has kept us going and enabled us to employ the witnesses and have our brilliant photo montages produced which have proved invaluable during the Inquiry. Thanks must go all those who have written letters, displayed placards and posters and also for the amazing financial support given. It has been a long campaign lasting over 4 years from the initial scoping request by RWE npower to Huntingdon District Council in July 2010.

Thanks must go to local residents and our elected representatives including our MP Shailesh Vara, County Councillor Simon Bywater, District Councillor Mike Baker for the Ellington Ward and Derek Capp for the Barnwell Ward, Parish Councillors Andrew Ford for Bythorn and Keyston and Geoff Burn for Brington and Molesworth and all the other local Parish Councils who have opposed this planning application reflecting the views of the residents of the closest villages. We would also like to thank the Bythorn Village Hall Committee for the use of the hall, for no charge, on numerous occasions. A big thank you must go to several local anti- Wind Farm Action Groups who have helped us over the past 4 years and given advice, guidance and support throughout the long process of the planning application and appeal.

Finally, a big thank you to Architech for their fantastic photo montages, our Planning Advisor Bob Barfoot, Barrister David Cocks, Expert Witnesses Michelle Bolger, Tim Reed, Phil Bratby and also Bob Davis for his advice, the Action Group Committee, Village Representatives and our Document Editors for all their hard work over the last four years.

5. FINALLY

We hope that RWE npower will now respect the wishes of the majority of the Local Community and not pursue this or any similar development in this location.

Thank you for all your support over the last four years and wishing you all a very happy Christmas and peaceful 2015,

Vicky Wood

SOME UPDATES

Wednesday 22 January 2014

Hi Everyone,

A very Happy New Year to everyone.

All closing submissions along with proposed noise conditions have now been sent to the Planning Inspector Robert Mellor and no further information is being accepted as part of this Inquiry.

We have just received a communication from the Planning Inspectorate that the Inspector will send his report and recommendation to the Secretary of State on or before 21st March 2014. The Secretary of State for Communities and Local Government, Eric Pickles will then make the final decision on this appeal on or before 6th June 2014.

There will be very few newsletters now unless we hear of any information of significance to do with wind farms, subsidies or pertaining to other wind farms locally. We will of course let you know as soon as we learn of the Secretary of State’s decision concerning Molesworth Wind Farm.

Thank you for your continued support,

Vicky Wood

FINAL DAY OF THE INQUIRY
(23 Dec 2013)

FINAL DAY OF THE INQUIRY

Friday 20 December 2013

Hi Everyone,

The public part of the Planning Inquiry is now over. The closing submissions by the three barristers for the Energy Company, Huntingdon District Council and the Action Group will be made in writing in January 2014. The Inspector will then make his recommendation which will be sent with all the evidence to The Secretary of State for Communities and Local Government, Eric Pickles who will make the final decision on this appeal.

The Inspector undertook the accompanied site visit on Friday which lasted most of the day. He managed to visit the majority of properties which residents had concerns about as well as key views of the landscape and heritage assets. The expert witnesses from the Action Group, Huntingdon District Council and the Energy Company accompanied the Inspector.

Quiz Results - Thank you to everyone who took part in the quiz. The first prize, of a Beatspill audio system, was won by Terry and Libby Young from Bristol. The second prize of a remote control helicopter was won by Henry Malt from Bythorn. We hope they will enjoy their prizes.

Thanks again to Dan and Chris for creating the on-line quiz, Mick and Marie for the questions and Neil for the prizes. Whilst it wasn't the global success we might have hoped for, as they say 'every little helps'.

I would like to thank everyone who has helped and supported the Action Group over the last three years. This tremendous local support has kept us going and enabled us to employ the witnesses and have our brilliant photo montages produced which have proved invaluable during the Inquiry. I would also like to thank the Bythorn Village Hall Committee for the use of the hall, for no charge, on numerous occasions. Finally, a big thank you to the Action Group Committee, Village Representatives and our Document Editors for all their hard work over the last three years.

The flow of newsletters should reduce now with occasional updates as submissions etc occur.

With very best wishes for the Christmas period and wishing you all a very Happy New Year.

Thank you for your continued support,

Vicky Wood

(20 Dec 2013)
DAY SIX OF THE INQUIRY REVIEW

Thursday 19 December 2013 – Last Day of Witness Sessions at the Inquiry

Hi Everyone,

Thank you so much to everyone who attended the evening session yesterday and especially to those who spoke including all our elected representatives. You were all fantastic and a large number of pertinent points were made. Around 60 people attended with 30 speaking on the night. To save time several people have agreed to speak today at 2.00pm ensuring that everyone who wanted to speak last night was able to. Seven people had already given a verbal submission before last nights open session. In all over 45 local people will have a verbal or written submission objecting to this proposal, which shows the depth of opposition to this planning proposal.

Apart from the Open Session for the public the topic covered yesterday was Planning Policy and Benefits of Development with Andy Brand from HDC giving evidence. This was completed on schedule.

Today’s sessions continue at the Countryside Centre at Hinchingbrooke Country Park with the morning session beginning at 9.30am covering the Noise Conditions and moving onto “Other Matters including Benefits of Development”, the witness is Dr Phil Bratby for the Action Group. The afternoon session at 2.00pm will begin with the members of the public, who agreed to speak today instead of last night, followed by a further session on Planning with David Bell giving evidence for RWE.

Parking at the Countryside Centre for the daytime sessions is up to 2 hours - £1.00; 2 to maximum of 6 hours - £2.00.

Please note this is the LAST DAY at the Countryside Centre as the Inspector has brought forward the Conditions Session, scheduled for Friday afternoon, to allow Friday to be devoted to the Accompanied Site Visit. Closing statements will be submitted in writing in the New Year.

The Inspector will be undertaking an accompanied site visit from 9.00am tomorrow (Friday).

You can find the Inquiry Timetable, parking and other information concerning the inquiry on our website under the Inquiry Tab. This information will be updated on the website as the Inquiry progresses and potentially the timetable may alter if topics overrun.

ONE WEEK UNTIL THE INQUIRY STARTS
(3 Dec 2013)
3rd December 2013

Hi Everyone,

ONLY ONE WEEK UNTIL THE INQUIRY STARTS ON TUESDAY 10 DECEMBER

HOW YOU CAN HELP

* Attend as many sessions of the inquiry as possible

* Register to speak at the Inquiry on an issue you feel strongly about.

* Ensure you have placards and posters prominently displayed during the Inquiry so the Planning Inspector can see that the local community is opposed to this planning application.

THE PUBLIC INQUIRY STARTS ON TUESDAY 10 DECEMBER AT 10.00am at the Civic Suite at HDC, Pathfinder House, Huntingdon. There will be morning (at 9.30am) and afternoon sessions (at 2.00pm approx) every day and including Friday 13th December at this venue. The Inquiry will reconvene at the Countryside Centre at Hinchingbrooke Country Park on Tuesday 17 December at 9.30am with sessions most days until Friday 20 December. There is to be an EVENING PUBLIC SESSION ON WEDNESDAY 18 DECEMBER AT THE HINCHINGBROOKE COUNTRYSIDE CENTRE – starting at 7.00pm. The date for the proposed site visit by the Inspector is Friday 20 December in the morning, however if the Inquiry overruns this session may be postponed until the New Year.

WE NEED YOU TO SUPPORT US AND ATTEND AS MANY SESSIONS AS YOU CAN. It is important at this final stage to demonstrate the local community’s opposition to this planning application. If you attend you do NOT need to speak unless you wish to.

SPEAKING AT THE INQUIRY – There is an Open Evening Session on Wednesday 18 December at the Countryside Centre at Hinchingbrooke Country Park starting at 7.00pm. To speak you either need to register to speak at the first session of the Inquiry on Tuesday 10 December at the Civic Suite, Pathfinder House, Huntingdon District Council beginning at 10.00am. If you are unable to attend the first session please email Helen Skinner at PINS on helen.skinner@pins.gsi.gov.uk quoting Molesworth Wind Farm and Reference 2197548 requesting to speak and stating you are unable to come to the first session. If you would like to speak but are unable to attend the evening session you can request to speak on one of the other days of the Inquiry to suit you, again you should email Helen Skinner.

You do not have to be an expert speaker and can read from notes if you like. If you are planning to read from prepared notes the Planning Inspector has asked for 8 copies to be handed out on the evening to all the concerned parties. If you would like us to print copies for you please let us have your notes by Monday 16th December and we will arrange to print and try to get them back to you or for you to pick them up, before Wednesday evening.

You can find the Inquiry timetable and other information concerning the inquiry on our website under the Inquiry Tab. This information will be updated on the website as the Inquiry progresses and potentially the timetable may alter if topics overrun.

PLACARDS AND POSTERS - Please ensure these are prominently displayed. If you do not have a poster or placard and would like one please let us know as soon as possible. If the Inquiry overruns they will need to stay in place. So please keep them up until the Inquiry is over.

If you have any queries, suggestions, comments, require further information or can help in any way please let me know.

If you have received this email and do not wish to continue to be on the mailing list please contact us and we will ensure your name and details are removed.

MOLESWORTH WIND FARM PUBLIC INQUIRY
(4 Nov 2013)
24th October 2013

Hi Everyone,

PUBLIC INQUIRY 10 TO 20 December 2013

The Inquiry Timetable, detailing all the sessions and topics to be covered can be found under the Inquiry Tab on the website. Listed below are the ways you can help ensure your views are known by the Planning Inspector and ultimately The Secretary of State for Communities and Local Government. This means your views and depth of your opposition expressed at the Inquiry are even more important.

HOW YOU CAN HELP

1. Attend as many of the 16 sessions of the Public Inquiry as you can so there is a large local presence. This Inquiry only lasts for 8 days and it will be the LAST chance for the local community to express their opposition to this proposed wind farm.

If you are able to attend please try to take a car full and encourage your friends and neighbours to go with you. It is vital we have those living near the proposed wind farm showing their opposition to this plan by turning up in large numbers to demonstrate their opposition to this wind farm planning application.

2. Register to speak at the public session on Wednesday 18 December at 7.00pm. THIS MUST BE DONE AT THE FIRST SESSION OF THE INQUIRY ON TUESDAY 10 DECEMBER. If you are unable to make this session you can ask someone to put the request in for you or email in a request to speak to Helen Skinner at PINS Helen.Skinner@pins.gsi.gov.uk quoting Molesworth Wind Farm and Reference 2197548. None of us particularly enjoy speaking in a public arena but this is an issue where local opinion really does count and we need you to express your views.

Speak on issues you feel most concerned and passionate about. You can read from notes no longer than 1500 words long. If you are going to read from a written statement the Inspector has requested that 8 copies are to be distributed. We are happy to print the 8 copies required if given enough notice.

If you are unable to speak at the public session on Wednesday 18 December the Inspector will permit you to speak at one of the other sessions which you are able to attend. You just need to register your intent and the date you can be available.

If you are going to speak on technical issues such as noise or detailed information on a particular medical condition and intending to cite studies concerning wind farms and impacts on health or any other complex issues you need to submit it to the Planning Inspectorate by TUESDAY 12 NOVEMBER.

You can find a copy of Inspector's Pre-Inquiry Note and the Inquiry timetable on our website under the Inquiry Tab. To contact the Inspectorate email Helen Skinner at PINS Helen.Skinner@pins.gsi.gov.uk quoting Molesworth Wind Farm and Reference 2197548.

3. If you think your property will be impacted by the proposed wind farm you can ask the Inspector to include it on his site visit. However the inspector has stated that if there are 2 or 3 properties in a similar location he may only choose to visit one of them due to time constraints. If you would like the Inspector to visit your property could you please contact us as he has asked interested parties to put together a site visit plan. More detail is in the Pre-Inquiry note which is on our website.

Apologies for this rather lengthy email but this is such an important issue and I do hope people will make the time, at what will be a very busy time of year, to attend the Inquiry and speak. If you have any queries or require further information please contact any member of the Stop Molesworth Wind Farm Committee.

Thank you for your continued support,

Vicky Wood

Reduce Wind Farm Subsidies NOW - Campaign
(25 Jul 2013)
Hi Everyone,

1. National Campaign - The latest campaign from Together Against Wind (championed by the MP Chris Heaton-Harris) is Reduce Wind Farm Subsidies NOW. This campaign is gathering momentum but needs your support.

Please could you take the time to make your views known by visiting http://www.togetheragainstwind.com/reduce-wind-farm-subsidies-now/ where there is a simple and easy way to send a letter to the Rt. Hon Michael Fallon MP, the Energy Minister and your MP.

The Rt. Hon Michael Fallon MP, the Energy Minister & The Department of Energy & Climate (DECC) actually need to see just how much local opinion and rural communities are against these unwanted developments. Reducing the subsidies that are paid to Wind Farm Developers will be of great benefit to all by reducing our energy bills.

Unfortunately the draft Energy Bill proposes to replace the ROC system with what amounts to a guaranteed price called a ‘Strike Price’. The draft bill is for £100 per MWHr for onshore wind commissioned in 2015, £155 for offshore and £125 for solar. The prices have been set deliberately high to encourage investors to build more wind farms. If we do not express our views this bill will go ahead and inflate the cost of our energy and actively encourage the building of more wind farms against the wishes of local communities.

The opportunity to influence the subsidy is NOW - and it is important that the Energy Minister is sent a strong message that the proposed subsidy is too high. Please act today and visit the Together Against Wind website (address given above) scroll down to the bottom of the page and insert your email address and postcode. You will be presented with a menu to fill in your address etc and then boxes to tick to format your letter. It should only take 3 minutes of your time and you will be sent an email of a copy of the letter for your records.

2. Don’t forget to write asking the Inspector to DISMISS this appeal and if you haven’t written before, please do so now. It is VITAL to let the Planning Inspector know of the strength of local opinion. Please send your letters of objection to by email to helen.skinner@pins.gsi.gov.uk or write to

3. PLEDGES AND DONATIONS –Could all pledges be honoured please. Despite many generous gifts we are still short of funds necessary to reach the £16,000 still required to oppose this appeal. If you would like to make a donation please send your gift to the Action Group in the next few days as we are trying to finalise our Expert Witnesses and also ask them to keep the Inquiry dates free so they are available when required. We will not be able to proceed unless we know there are sufficient funds. See the bottom of this newsletter for details on how to donate.
