FINAL DAY OF THE INQUIRY

Hi Everyone,

The public part of the Planning Inquiry is now over. The closing submissions by the three barristers for the Energy Company, Huntingdon District Council and the Action Group will be made in writing in January 2014. The Inspector will then make his recommendation which will be sent with all the evidence to The Secretary of State for Communities and Local Government, Eric Pickles who will make the final decision on this appeal.

The Inspector undertook the accompanied site visit on Friday which lasted most of the day. He managed to visit the majority of properties which residents had concerns about as well as key views of the landscape and heritage assets. The expert witnesses from the Action Group, Huntingdon District Council and the Energy Company accompanied the Inspector.

Quiz Results - Thank you to everyone who took part in the quiz. The first prize, of a Beatspill audio system, was won by Terry and Libby Young from Bristol. The second prize of a remote control helicopter was won by Henry Malt from Bythorn. We hope they will enjoy their prizes.

Thanks again to Dan and Chris for creating the on-line quiz, Mick and Marie for the questions and Neil for the prizes. Whilst it wasn't the global success we might have hoped for, as they say 'every little helps'.

I would like to thank everyone who has helped and supported the Action Group over the last three years. This tremendous local support has kept us going and enabled us to employ the witnesses and have our brilliant photo montages produced which have proved invaluable during the Inquiry. Thanks must go to local residents and our elected representatives including our MP Shailesh Vara, County Councillor Simon Bywater, District Councillor Mike Baker for the Ellington Ward and Derek Capp for the Barnwell Ward, Parish Councillors Andrew Ford for Bythorn and Keyston and Geoff Burn for Brington and Molesworth and all the other local Parish Councils who have opposed this planning application reflecting the views of the residents of the closest villages. I would also like to thank the Bythorn Village Hall Committee for the use of the hall, for no charge, on numerous occasions. Finally, a big thank you to the Action Group Committee, Village Representatives and our Document Editors for all their hard work over the last three years.

The flow of newsletters should reduce now with occasional updates as submissions etc occur.

Thursday 19 December 2013 – Last Day of Witness Sessions at the Inquiry

Hi Everyone,

Apologies for two emails in one day. Please note that today was the FINAL day for giving evidence and tomorrow (Friday), which is the LAST day of the Inquiry, is being devoted entirely to the accompanied Site Visit. The Conditions Session which was to take place tomorrow afternoon has been brought forward.

The Inspector will be undertaking an accompanied site visit from 9.00am tomorrow (Friday).

The morning session today partly covered the Noise Conditions, two members of the public also spoke and then Dr Phil Bratby for the Action Group gave evidence on “Other Matters including Benefits of Development”. The afternoon session at 2.00pm began with one member of the public speaking followed by a session on Planning with David Bell giving evidence for RWE.

Thursday 19 December 2013 – Last Day of Witness Sessions at the Inquiry

Hi Everyone,

Thank you so much to everyone who attended the evening session yesterday and especially to those who spoke including all our elected representatives. You were all fantastic and a large number of pertinent points were made. Around 60 people attended with 30 speaking on the night. To save time several people have agreed to speak today at 2.00pm ensuring that everyone who wanted to speak last night was able to. Seven people had already given a verbal submission before last nights open session. In all over 45 local people will have a verbal or written submission objecting to this proposal, which shows the depth of opposition to this planning proposal.

Apart from the Open Session for the public the topic covered yesterday was Planning Policy and Benefits of Development with Andy Brand from HDC giving evidence. This was completed on schedule.

Today’s sessions continue at the Countryside Centre at Hinchingbrooke Country Park with the morning session beginning at 9.30am covering the Noise Conditions and moving onto “Other Matters including Benefits of Development”, the witness is Dr Phil Bratby for the Action Group. The afternoon session at 2.00pm will begin with the members of the public, who agreed to speak today instead of last night, followed by a further session on Planning with David Bell giving evidence for RWE.

Parking at the Countryside Centre for the daytime sessions is up to 2 hours - £1.00; 2 to maximum of 6 hours - £2.00.

Please note this is the LAST DAY at the Countryside Centre as the Inspector has brought forward the Conditions Session, scheduled for Friday afternoon, to allow Friday to be devoted to the Accompanied Site Visit. Closing statements will be submitted in writing in the New Year.

Hi Everyone,

The topic covered today was ecology with Dr Tim Reed giving evidence for the Action Group and Dr Steve Percival for RWE. HDC is not contesting this issue. There was also a session on non-noise conditions slotted in at the end of the afternoon, so it was a late finish at 6.00pm.

The Inquiry this week is at the Countryside Centre at Hinchingbrooke Country Park. Tomorrows session begins at 9.30am and will cover Planning Policy and Benefits of Development with Andy Brand from HDC giving evidence.

There is NO afternoon session instead there is an open session on Wednesday evening (18 December) at 7.00pm for the public to speak. Parking at the evening session is free, for the daytime sessions parking is up to 2 hours - £1.00; 2 to maximum of 6 hours - £2.00.

The Inspector will be undertaking an unaccompanied site visit tomorrow afternoon so please ensure the footpaths and bridleways are well used from 2.00pm onwards!!.

Hi Everyone,

To everyone who has taken the time to come and attend sessions a very big thank you. Your support demonstrates the local community is concerned about this planning application and opposes it. We are now half way through the eight day Inquiry and so far on target as far as the timetabled schedule.

On Friday the Heritage evidence was completed with Jonathan Edis for RWE being asked some very pertinent questions by barristers Tina Douglas for HDC and David Cocks for the Action Group. Colin Watters gave evidence as a private individual concerning noise and made a very good presentation. The expert witness on noise for RWE was Stephen Arnott and Colin was allowed to question his evidence.

Next week the Inquiry reconvenes on Tuesday 17th December at the Countryside Centre at Hinchingbrooke Country Park beginning at 9.30am and the afternoon session at 2.00pm. The topic to be covered on Tuesday is ecology with Dr Tim Reed giving evidence for the Action Group and Dr Steve Percival for RWE. HDC is not contesting this issue.

Don't forget if you have registered to speak and will be reading from notes you need to send your submission to Andy Brand the HDC Planning Officer by Monday morning in order that it can be distributed to the relevant parties before the evening session on Wednesday 18th December which commences at 7.00pm at the Countryside Centre. Hi Everyone,

Thank you to everyone who attended the sessions today. They dealt with Heritage Issues from Louise Brown for HDC followed by Michelle Bolger for the Action Group with another impressive presentation. Jonathan Edis for RWE began his Heritage evidence and will be questioned by barristers Tina Douglas for HDC and David Cocks for the Action Group tomorrow morning. This will be followed by questions from the Planning Inspector.

Colin Watters will then be giving evidence as a private individual concerning noise with RWE then providing an expert witness Stephen Arnott on noise. There will also be some presentations by private individuals on Health Issues. The morning session will begin slightly earlier at 9.00am and the afternoon session around 1.30pm scheduled to finish at 3.00pm to enable for long journeys home for those attending the Inquiry. This will be last day the Inquiry is held at the Civic Suite at HDC. Next week the Inquiry reconvenes on Tuesday 17th December at the Countryside Centre at Hinchingbrooke Country Park beginning at 9.30am.

Hi Everyone,

Today’s sessions dealt with the rest of the Landscape Evidence from Chris Thompson on behalf of HDC. Michelle Bolger was a very eloquent Landscape Expert Witness for the Action Group. Brian Denney the Landscape Witness for RWE presented his evidence this afternoon. The timetable is nearly back on track with David Cocks the Action Group Barrister finishing off his questioning of Mr Denney tomorrow morning.

The sessions on Thursday 12 December will deal with Heritage with Louise Brown giving evidence for HDC in the morning and Michelle Bolger for the Action Group in the afternoon followed by Jonathan Edis for RWE. The morning session will begin at 9.30am and the afternoon session around 2.00pm at the Civic Suite at HDC.

There was a steady attendance through out the day today, thank you to all who came. After yesterday’s photo opportunity there was a short article in the Hunts Post and a longer one with photo in Cambridgeshire Evening News.

Hi Everyone,

A big thank you to everyone who attended the first session of the Inquiry this morning. Around 40 people came to support which was fantastic. Hunts Post turned up and took photos so hopefully there will be press coverage and also in the Cambridgeshire Evening News.

This morning's session dealt mainly with Opening Procedures, registering to speak and then the Opening Submissions from the three barristers representing HDC, RWE and ourselves. Chris Thompson presented landscape evidence on behalf of HDC but this has overrun and he will be carrying on tomorrow morning. He will be followed by Michelle Bolger the Landscape Expert Witness for the Action Group. Brian Denney the landscape witness for RWE is scheduled to give evidence in the afternoon. ONLY ONE WEEK UNTIL THE INQUIRY STARTS ON TUESDAY 10 DECEMBER

HOW YOU CAN HELP

* Attend as many sessions of the inquiry as possible

* Register to speak at the Inquiry on an issue you feel strongly about.

* Ensure you have placards and posters prominently displayed during the Inquiry so the Planning Inspector can see that the local community is opposed to this planning application.

THE PUBLIC INQUIRY STARTS ON TUESDAY 10 DECEMBER AT 10.00am at the Civic Suite at HDC, Pathfinder House, Huntingdon. There will be morning (at 9.30am) and afternoon sessions (at 2.00pm approx) every day and including Friday 13th December at this venue. The Inquiry will reconvene at the Countryside Centre at Hinchingbrooke Country Park on Tuesday 17 December at 9.30am with sessions most days until Friday 20 December. There is to be an EVENING PUBLIC SESSION ON WEDNESDAY 18 DECEMBER AT THE HINCHINGBROOKE COUNTRYSIDE CENTRE – starting at 7.00pm. The date for the proposed site visit by the Inspector is Friday 20 December in the morning, however if the Inquiry overruns this session may be postponed until the New Year.

WE NEED YOU TO SUPPORT US AND ATTEND AS MANY SESSIONS AS YOU CAN. It is important at this final stage to demonstrate the local community’s opposition to this planning application. If you attend you do NOT need to speak unless you wish to.

SPEAKING AT THE INQUIRY – There is an Open Evening Session on Wednesday 18 December at the Countryside Centre at Hinchingbrooke Country Park starting at 7.00pm. To speak you either need to register to speak at the first session of the Inquiry on Tuesday 10 December at the Civic Suite, Pathfinder House, Huntingdon District Council beginning at 10.00am. If you are unable to attend the first session please email Helen Skinner at PINS on helen.skinner@pins.gsi.gov.uk quoting Molesworth Wind Farm and Reference 2197548 requesting to speak and stating you are unable to come to the first session. If you would like to speak but are unable to attend the evening session you can request to speak on one of the other days of the Inquiry to suit you, again you should email Helen Skinner.

You do not have to be an expert speaker and can read from notes if you like. If you are planning to read from prepared notes the Planning Inspector has asked for 8 copies to be handed out on the evening to all the concerned parties. If you would like us to print copies for you please let us have your notes by Monday 16th December and we will arrange to print and try to get them back to you or for you to pick them up, before Wednesday evening.
